The Anarchie Guide file belongs in the same folder as Anarchie, not the extensions folder.  Quit Anarchie, put it back where it came from, and launch Anarchie.  It wont help though, because you don’t have Apple Guide (part of System 7.5) installed, and Apple Guide is required to use Anarchie Guide.
